is issued to a ship which is
1.taken out of service
2.before recycling has started
3.after completing the survey of IHM part 1,2and 3.
Dock worker’s safety and Dock inspector’s responsibility
As per text of hong-kong convention
Each party shall ensure that ship recycling facilities that operate under its jurisdiction and that recycles ships to which this convention applies, are authorized and issued a DOC –Document of authorization
For ships recycling by the competent authority of state where it is operating.
This ensures that the dock workers safety and dock workers responsibility are surveyed before the DOC is issued.
Furthermore, yards are required to provide ship recycling plan and the measures taken by the yard on ships recycling. This way the safety of the key personnel is taken care of.
