• HKC is limited to only ship recycling, Basel is having wider scope and applicable to Transboundary
movements of hazardous wastes including disposal of hazardous materials.
• HKC has weaker control- i.e allowing tacit consent for SRP approval by ship recycling state and no criminal
penalties for illegal waste transfer- Basel has strong control system including prior informed consent and stricter standards for managing wastes and includes penalties.
• Basel has the provision to re import the hazardous waste along with import duty to be transferred. HKC
has no such provisions
• Basel is applicable to broader range of ships and chemicals , But HKC is limited in its scope and
applicability.
• HKC has survey/ certification whereas no certification for Basel convention.

• HKC talks about cradle to grave whereas Basel convention talks about only movement and disposal.
• Provision of PSC inspection in HKC, whereas Basel is not exposed to external inspections.
