The Hong Kong International Convention for the Safe and Environmentally Sound Recycling
of Ships, -2009 ,INDiA ratified-2019, EIF- JUNE 2025
To ensure that ships, when being recycled after reaching the end of their operational lives, do not pose any unnecessary risks to human health, safety and to the environment.

Regulations in the new Convention cover: The design, construction, operation and preparation of ships so as to facilitate safe and environmentally sound recycling without compromising the safety and operational efficiency of ships;
The operation of ship recycling facilities in a safe and environmentally sound manner; and the establishment of an appropriate enforcement mechanism for ship recycling, incorporating certification and reporting requirements.

Application – 500GT and Above

HKC survey types
1. Initial survey before the ship is put in service, or before the International Certificate on Inventory of Hazardous Materials is issued. This survey shall verify that Part I of the Inventory
2. Renewal survey at intervals specified by the Administration, but not exceeding five years. This survey shall verify that Part I of the Inventory of Hazardous Materials
3. Additional survey request of the shipowner after a change, replacement, or significant repair of the structure, equipment, systems, fittings, arrangements and material
4. Final survey prior to the ship being taken out of service and before the recycling of the ship- All Documents and Statutory certificates are submitted and flag gives single Voyage certificate
PREPARATION FOR SHIP RECYCLING:
1.only be recycled at Ship Recycling Facilities-SRF
2. minimize the amount of cargo residues, remaining fuel oil, and wastes remaining on board;
3.in the case of a tanker, arrive at the SRF with cargo tanks and pump room(s) in a condition that is ready for certification as Safe-for-entry, or Safe-for-hot work
4.complete the Inventory of part I,II, III
Part I of the Inventory of Hazardous Materials shall be properly maintained and updated throughout the operational life of the ship
Part II -operationally generated wastes
Part III -stores
5.IRRC- prior recycling
6. Provide information to SRF for development of SRP
Materials to be listed in the Inventory
1.table A comprises the materials listed in appendix 1
2. table B comprises the materials listed in appendix 2 3. table C (Potentially hazardous items) comprises items which are potentially hazardous to the environment and human health at ship recycling facilities 4. table D (Regular consumable goods potentially containing hazardous materials) comprises goods which are not integral to a ship and are unlikely to be dismantled or treated at a ship recycling facility.

5. Tables A and B correspond to part I of the Inventory.

6. Those batteries containing lead acid or other hazardous materials that are fixed in place should be listed in part I of the Inventory

Q.4b Has India ratified HKC .What is ship recycling mechanism in India. Ans-India has ratified HKC becoming the 15th state to ratify it on 28 Nov 2019. India uses a beaching mechanism for ship recycling .

Presently -India shall implement HKC once it enters into force 26 June 2025, Additionally considering to prohibit PFOS (Perfluorooctane sulfonic acid) and HBCDD (Hexabromocyclododecane) as per EUSRR- European Union Ships Recycling Rules.

• The Recycling of Ships Act 2019.

Prohibits the use or installation of hazardous material.

New ships- immediate, existing- five years window of 5 years.

Not Applicable to warships, non-commercial ships Ships shall be surveyed and certified on the IHM

 Recycling facilities have to be authorized.

There must be a ship-specific recycling plan

National Authority of Recycling of Ships – DGS
Ship Breaking Code , 2013 – not properly implemented in India.

Competent Authority – Gujarat, Kerela, West Beng al, Maharashtra . (Gujarat Maritime Board). Designate an officer not below the rank of Joint Secretary.

Ship recycling in India is carried out as per ship recycling act 2019.

Where the ship is run at full speed and beached on the shore during high tides and it's towed to the shore. The ship is then cut into sections with g as torches larger portion are removed first followed by smaller sections. Then materials are segregated hazardous wastes management is done.

Post recycling yard must be cleaned up for removing any waste or contaminants.
