Answer
Ans – If PSC detains vessel and detention is correctly given then: -
We have to try to rectify the defect that has been pointed out before departure. After rectification, we have to request for surveyor attendance and upon satisfactory completion he will give code 10 – deficiency rectified and vessel can sail.
But if we need any spares and without that deficiency cannot be rectified – then we have to do a RCA and present the surveyor with a CAP and preventive action plan. Spares ordered on urgent basis and Documentary evidence will be given that spares will be received on the next port.
Meanwhile – we have to do RA and give evidence that we will take necessary steps that the deficiency will not lead to a catastrophe for the sip or crew or environment. (Eg : if emgcy gen not working – we will install a portable generator on the ship same capacity as E. Gen)
Necessary proof will be shown that spares are ordered and will be received at next port and technician will also be attending the vessel
We have to downgrade the Code30 to Code 15(next port) or Code 16(14 days) and then vessel can sail out.
