- These lists are defined by MOUs. It refer to a risk based categorization of a Flag state. It is based on the total number of inspections & detentions during a 3 year rolling period for flags with at least 30 inspections in that period.
White List – It represents quality flags with a consistently low detention percentage. Flag state on this list are considered to have a good performance in terms of compliance with international maritime safety, security & environmental standards.
Grey List – Flags with average performance are shown in this list. These Flag state have a detention record that is neither good nor very poor, suggesting a room for improvement. This list serves as both as motivation to improve & a warning to get into black list.
Black List – Flag state with poor performance (High rsk, very high rsk). Ships flying flags of these states are subject to stricter inspections & increased chances of being banned from European ports after repeated detentions ( more than 2 detentions within last 36 months)
