Q12- What is FONAR? What are the steps?

ANS:- Regulation 18 of Anx VI of the MARPOL Convention sets out factors to be taken into consideration by a Member State Party in situations where a ship is found not to be compliant with the sulfur limits.

If, despite best efforts, a ship is unable to obtain compliant fuel, the ship’s Flag state as well as the competent authority of the port of destination should be notified . This notification is commonly referred to as a Fuel Oil Non-Availability Report (FONAR).

A copy of the FONAR should be kept on board for inspection for at least 36 months.

IF using non compliant fuel, following steps to be taken :
1.Fill up FONAR Form and submitted to port authority where bunker operation going to take place and get FONAR FoRM signed and stamped.(in case compliant fuel is not available in port)
2.Inform Flag state and port state of your next port of destination.

3.Take dispensation from flag sate for using non compliance fuel.

4.Make letter of protest for supplier.

5.Ship’s Flag state to informed IMO via GISIS.

6.Flag state lies with port of bunkering authority to carry out investigation and submit the same to IMO.
