Q22- 3E joined in the morning and outgoing 3/E is signing off in the evening, how to ensure smooth takeover and departure port.

Answer

Ans- As per our company policy before joining the vessel all officers and crew should under go pre joining briefing and training is carried out, and draft handover report is sent in advance to company and then respective joining crew to have overall idea.

As a chief engineer
I will ask 3/E to make draft handover report in advance 3-5 days, I will make sure that draft handover report sent to company and incoming 3/E, so that incoming 3/Eshould have gone through it .

I will advice to 2/E to plan outgoing 3/Ejobs accordingly so that he will have enough rest before handing over process. So in the morning outgoing 3/E, will be fresh to handover.

I will discuss with master and advice company through master to plan the joining such that they will have hotel stay at night so that they get rested before on-board and are fresh and fir for handover process.

After 3/Eonboard and has gone through his Documentation and signed the official log book,
I will call him in ECR or my cabin and brief about what he should concentrate on-
He should gone through safety & security familiarization,(SMS checklist)
Work space familiarization ,(SMS checklist)
I will restructure the handing over, by focussing on the items that are exclusively known to the outgoing officer. The general things/ briefing can be done by myself and 2/E, 4/E regarding items that can be known later.

I will ask him to go with outgoing 3/Efor taking over process, and should concentrate on following area-and note down in his diary--- I will instruct outgoing 3/E to comply as per Handing over Checklist of the SMS.

Special tools how to use and location for his respective mc Spare part and location/ inventory.

AE Work Done Book
Rounds for 3/Emachineries/ peculiarities to be noted.
Water/ LO -Chemical testing and inventory.

Operational and Emergency starting procedures for his respective m/c (other m/c can be familiarised later onboard engineers (2/E) as time for take over is less.
Procedure for manuouvering.

PMS, overdue items
Major O/H coming
Status of spare order or not, any required.

Paper work for weekly , monthly
Various inventory

New 3rd Engineer to be provided sufficient assistance for day to day jobs initially till he gains confidence. I will advise 2/E to plan 4/E and incoming 3/Eand crew, so at evening during manoeuvring new 3/Eshould be part of operation as his 1st manoeuvring so he will have idea about the same. And safely we depart.

Arrange Work/ Rest.

If there are major things left to be taken over , parallel sailing can be suggested.
