Q5- Sludge tank and Bilge tank full, company is not able to provide shore reception facility, actions as CE.

Bilge tank full:

1)I will carry out RCA
2)I will make sure the bilge generation is minimum accept the system generated like ME AE drains we cannot control; I will instruct 2/E that no jobs will be taken up which contain draining of water and more addition of bilge water.

3)Will find out Reasons why OWS not working, try to repair, if possible, by whatever spares available onboard.

4)Entry into defect list, company to be informed and also inform master to report NC through addition Master’s review.

5)I will take condition of class for OWS, and if OCM not working than I will take flag dispensation, statutory recommendation.

6)Will immediately order spares or maker’s advice or attendance arrangements if required.

7)I will prepare temporary MOC and get it approved from the approver for transferring and storing the Bilge tank contents in ME LO settling tank.

8) ME LO setting tank will contain oil residues so will make sure tank is cleaned properly and risks associated with the change of system will be considered, analyzed and reduced to acceptable level during MOC process.

9)Once OWS is back to normal after the repairs than arrange for class surveyor attendance for the try out and closing of COC/ statutory recommendation.

10)Transfer all contents back to the Bilge tank continue normal operation.

11)Preventive action to be taken like inform the other vessels through fleet circular, PMS changes can be done with respect to maintenance interval changes, Critical spares can be added if required.

12)Additional Audit to be carried out for closing of the ISM NC.

13)Close out the defect from the tech defect list.

Sludge tank Full:
1)I will carry out RCA
2)I will make sure the Sludge generation is minimum accept the system generated like purifiers we cannot control; I will instruct 2/E that no jobs will be taken up which contain sludge generation, purifiers to be maintained in good order with all alarms working. Incineration to be carried out in full capacity as per manual. Evaporation where possible to be done in full blast as per IOPP supplement.

3)Will find out Reasons why Sludge generation so high or if incinerator not working, try to repair, if possible, by whatever spares available onboard. Will instruct 2/E to see if purifiers are not leaking intermittently.

4)Entry into defect list, company to be informed and also inform master to report NC through addition Master’s review.

5)I will take condition of class for Incinerator from class and statutory recommendation or dispensation from the flag. 6)Will immediately order spares or maker’s advice or attendance arrangements if required.

7)I will prepare temporary MOC and get it approved from the approver for transferring and storing the Sludge tank or oil residue tank contents in ME LO settling tank.

8) ME LO setting tank will be used for storing the sludge and risk associated with the change of system will be considered, analyzed and reduced to acceptable level during MOC process.

9)Once Incinerator is back to normal after the repairs than arrange for class surveyor attendance for the try out and closing of COC/ statutory recommendation.

10)Transfer all contents back to the Sludge tank continue normal operation.
