A- Blue card is an Insurance certificate issued by shipowner’s P&l club. It proves that the shipowner has Insurance or
other financial security in place as required by Intrntnl Convntns such as CLC,Bunker, Wreck and MLC. It
serves as an evidence that the shipowner has insurance in place to cover potential liability.
- The shipowner applies to their P&l club, once Insurance is confirmed, the P&l club issues Blue card. This
card is submitted by the shipowner to the flag state to obtain a Certrfcte of Insurance.
- COFS is issued by the flag admin. In some cases the authority may deleg ate an R.O. such as Class, to
issue COFS on its behalf, but only if the flag state allows this delegation & subject to the IMO’s R.O. Code.
