Code30 is deficiency that you must rectify before departure but accompanied by a notice of detention and the vessel can only sail out
if it is verified and lifted by PSCO, it is also a deficiency that affects the vessels seaworthiness or a major nonconformity with statutory code such as SOLAS MARPOL. Etc.
TRY TO CHANGE IT TO CODE 17
You have to contest it but you have to challenge in a very polite way.
You show the records , you show you have the spares, you have the expertise , workshop is arranged and so much is the time the vessel is likely to be in port.
Before departure we can rectify the problem. Instead of Code30 if he can give you code17. Rectify before departure. that willl be useful to company no loss of reputation
Risk profile of vessel will not change . Try to convince him.
IF CANNOT CONVINCE :
After getting code30 it is equivalent to MNC so ship cannot sail.
So at the same port external Auditor will be called who will raise an MNC.
Then we have to carry out correction to downgrade it to a DNC(downgraded nonconformities) after which vessel can sail ,Then the CAPA will be made by DPA with inputs by C/E and master within 14 days. To be approved by the same external Auditor.
Which has to be implemented within 3 months
This will be checked thru an additional Audit by same external Auditor for satisfactory implementation .
