Q6- Class vs RO. Where is it written? Is it necessary for an RO to be a Classification Society? Any organisation can be RO. Not necessary only a class. At present only class has expertise to be RO.

RO cod requirements are technical that only a class can do it.

Recognized organization (RO) means an organization that has been assessed by a Flag state, and found to comply with this part of the RO cod. Will carry out statutory surveys as delegated by the flag. It has to comply with code. Class can form its own rules & regulations whereas RO has to follow the duties delegated by the Flag. Class carries out Class surveys and also issues type approval certificates whereas an RO can issue stat certificates on behalf of flag and type approval certificate.

Class can interpret regulations whereas RO cant have its own interpretation, has to follow whatever being said by flag.

Neither Class nor RO can detain a vessel.

Class issues COC and RO issues statutory recommendation.

Class will check design, construction and maintenance of a vessel whereas RO checks vessel’s compliance with International regulations.
