Lets take scenario that hole in Bilge tank and we are at sea.
As soon as I found hole in Bilge tank, I will call engineers alarm and have all hands in team to combate situation. I will ask 3/E /EO to make sure that emergency gen sty and ready to take on load when ever necessary.
Will follow contingency plan as per our SMS,
I will ask 2/E &fitter to make sure – do inspection around the Bilge tank, no water from manhole cover leaking and sounding pipe weight cock positively closed and cap tight(assuming already water full in Bilge tank.
I will ask 4/E & motor man to sound all engine room tanks and keep record, and keep sounding frequently. I will make sure that no water in coffer dam.
Also I will aks 2/E to make sure emergency suction and pumping arrangement is ready to use if need.
Frequent round in engine room- ER- manned all times.
Also I will ask 2/E to make all line blank associated with Bilge tank from convenient place to prevent water ingress to other tanks (bilge line, drains, vent, suction etc.)
In mean time I will discuss with master about situation and make sure that our evacuation plan as well as life boat, life raft ready to use. (If need)

Seek dispensation from flag.
Also assess that damage stability along with C/O
go for port of refuge.
Assuming Bilge tank already full,
Make an entry in ORB, engine logbook,
Cant use Bilge tank- for bilges designate another tank as IOPP tank and seek dispensation from flag for same. Make MOC for this.
Seek advice from company super, class, flag for further precaution,
RCA will carry out
Also ask company to make arrangement for diver team, repair team at next port of call, Make requisition for repairing the holed plate and repair facility as per satisfaction of class, flag.
(I mean time can make arrangement for air connection to Bilge tank- provide air pressure to equal to or slightly
higher the head of water so ingress of water to tank can be avoided, RA, weather we can make temporary repair or not..?)
After reaching port, repair has to be carried out as per satisfaction of class and flag.
Removal of flag dispensation for Bilge tank as well as another designated Bilge tank.(MOC close out.) Seek claim from H & M as required.
Make Incident report
If at port, then same process, no need dispensation, repair as per class and flag satisfaction.
If cannot repair at this port then class ask to do temporary repair (soft patch followed by Belzona, doubler, cement box etc) – then COC, dispensation, and permanent repair at next port.
