Course of action CE-
1ST STOP ME,
engineer’s call alarm, I will have all hand to combat this emergency situation as per the Company’s SMS as per Emergency Contingency Manual,
I will deleg ate the duties respectively- 3/E to start , stnby AE and onload as required,( ensure power Available, this emergency should not lead to another emergency.
I will not leave ECR, will deleg ate duties and assess and report the facts to the master.
I will ask E/O to start emgcy generator and take on load as required.
TO - 2/E and 4/E look for another emergency , change over sea chest , make sure cooling water not lost. All tanks to be sounded.
Bridge( lighting- vessel not under command..??)
Grounding of vls can lead to another emergency so will attempt them respectively and follow contingencies procedure in priority oder
Injury to personal- transfer to safe location – hospital, and give 1st AID and medical attention by medical team, as
well as shore assistance.
Fire – fight fire , boundary cooling- fire fighting team
Flooding in engine room- follow procedure
Oil pollution- minimise , take all necessary steps as per SOPEP plan.
In mean time discus with master and will informing following about the situation.
Near costal state,
Vessel in vicinity,
Superintended& company.
Owner, charter,
P&l and H & M
Next port for possible delay.
Class and Flag state or RO
Bcz Grounding in engine room – will assess the situation- I will ask 4th + motorman to take engine room tanks sounding,
I will advice to C/O to look for DB tanks sounding,
During Main Engine Checks, attention to be given to Strn tube, Rudder and Propeller
If vessel grounded at soft bed , will try to refloat the vessel- de-ballast, or wait for high tide, or ask for tug assistance, or use ME to refloat vessel( can qualify for GA)
IF vessel on rocky bed, will not try to refloat vessel, ask company to arrange salvage operation. (qualify for GA) In mean time I will do checks in engine room for status of ME ,( holding down bolts, ME crank shaft deflection, tie rod etc)
Turn the ME on T/G, Try out S/G, do not attempt to start ME until checks are completed.
Slip mark to be verified using Pin gauge.
Evidences-
• VDR backup
• Statements- Master, CE, Pilot(if vessel in pilotage), Helmsman, OOW, Duty Engineer.
• ECDIS history.
After refloating of vessel- under water hull inspection to be arranged for proper damage assessment, I will make Incident Report , RCA,( with all evidences)
If need any repair- will go for same ( repair berth or DD as required, as per satisfaction of class) After will seek claims if arises. ( H & M, P&l, GA) as required.
