Q25- Hole on vessel’s side above waterline, action.

Answer

*As the hole is above waterline, it is not an emergency situation.

*We don’t know from question as it is from ER or Deck side shell
*Considering 2 scenarios our action plan will modify
*now as C/EI will take 2/E/CO to assess the damage location and severity of the damage by hole.

*With shell expansion plan I will locate the position of the hole and check on the opposite side i.e if hole found on Port side then check on Stbd side also.

*Strake number, height from the keel, thickness and steel grade, influenced area and area under consideration of the plating will be determined.

*With the detailed report of the damage report to the tech superintendent through MASTER.

*defect report in SMS.

*Report must include the damage summary, Corrective action plan and Risk assessment.

*With the company’s advice we will have to report to the flag and port state about the damage.

*If at sea temporary repair by doubler welding till we reach the repair port has to be done.

*Once at port same work has to be inspected and permanent repair of the plate in front of class surveyor is needed.

Q 25aLoaded ship reached discharge port, once you are alongside crack on the port side is reported, one foot long 2m above waterline around midship area. Action as CE ? Why will you check on the stbd side? Where is it given?

A –
Since the crack is above the waterline, it is not an imminent danger. No water ingress at the moment and even with cargo operation, discharging will only make the ship lighter and reduce the draft, the crack will come up.

1.Stop Cargo n Ballast
2.Give an initial report to company
3.Examine the crack, make an assessment report including examination of other areas of hull especially- stbd side to the crack itself, vessel being a symmetric structure, prone to crack on both side with undue stresses induced.

Check the Loadicator for SF and BM to check the amount of stresses in the crack zone and then try to reduce stress on the crack zone.

4.Add the damage to the defect list in SMS.

5.Prepare Damage Summary, Risk assessment, CAP and then Report to company, Class, Flag, H & M, Port authorities. 6.Seek advice from class (complete cargo operations in consultation with class).

7.Carry out temporary repair if possible and take ship to the repair port.

8.Arrange for Class attendance and Carry out repair in the presence of class surveyor to the satisfaction of class.
