1.Keep ER manned with 2/E & make sure compensatory rest is given against emergency situation.
2.Take charge of the situation with junior officer and fitter.
3.Check visible indications eg. Leak, position of control of handle, position of brake, has break handle released? If yes, is there gap between brake band and brake liner.
4.Check system pressure,how many pumps running?, Speed level at which the system is working if fitted. 5.Check oil in Reservoir, temperature and external leakages.
6.Discuss with chief officer and Bosun about the immediate issue .
7.Check angle of chain against normal up and down position to have minimum torque on windlass. Give engine movement to get chain in right position
8.Check how many length of chain inside water to access the load.
9.Ask if this problem happened before and what was done to resolve. Ask if any maintenance work is carried out before the problem.
10.Now check if OCV is working, check if counter balance valve, shock v/v, pressure adjustment are correct or not. Check Hydraulic motor properly working or not.
11.Discuss with master and check possibility of swapping parts from other windlass to rectify the situation. Also check possibility of lifting anchor chain by other windlass.
12.If in urgency look for sacrificing anchor and will come under G.A . Let go Anchor Chain from kentershackle Or Bitter end (entire chain).
13.Inform port state about position of Anchor Chain. It may require marking- put a boy with rope (chain
removing expenses on owner). 14.360 degree approach
