Q8- Lifeboat lost in heavy weather, Action as CE . Is it unsafe or unseaworthy?

A –
 Report to company, Administration and seek dispensation.

 Report to Coastal state and MRCC informing about lost lifeboat so that anybody doesn’t get the wrong indication of distressed ship staff.

 Report to the Class and Next Port of Call.

 Entry to ship’s Official Logbook.

 Make reasonable efforts to find the boat, weather permitting, no severe commercial complications.  Carry out detailed Risk assessment with the top management onboard, seek company’s inputs on the same and discuss with all ship staff. Additional measures like manning the Engine Room, increased fire patrolling must be done. RA to be submitted to Admin.

 Make an Incident Report. Report NC
 Once you reach the next port, Make arrangements to procure additional survival craft onboard and seek Admin’s approval to make the vessel seaworthy for the time being. Class will also attend the vessel and issue COC. Till the lifeboat is procured back, alternate arrangements like muster duties etc to be accordingly arranged.

 Liaise with Technical staff ashore to procure a new lifeboat urgently within the period of dispensation.

Losing a lifeboat can result in voiding SEQ certificate, hence as per MSAct Section 334, the vessel becomes unseaworthy.
