EEXI is a technical measure which was adopted in the MEPC 76 . It is also a short term measure. Reg 23 and 25 gives us the attained EEXI and req EEXI. This was applicable for older ships before 1 Jan 2013 as they were the ships which were older and producing more emissions and to bring the ship owners on a level playing field.
A EEXI technical file will be present for ships before 1 jan 2013.
For ships after 1 jan 2013 there and will be EEDI file.
Attained EEXI= power output*SFC*CF/ EEXI speed *capacity
Cll- It is an operational measure to reduce GHG emissions. It is a short-term measure. It is applicable to ships above 5000 GT from 1 Jan 2023. Reg 28 talks about attained and required ship operation CII.

G1- 352(78) Calculation methods-
There are two types of CII-
Demand based – Actual [Actual cargo carried]
Supply based – cgDist or AER [Gt or DWT]
AER (Annual Efficiency Ratio): Applied to bulkers, tankers, and general cargo ships. Expressed as:
AER=DWT×S∑jFCj×CFj
(where FCj is fuel consumption, CFj is fuel CO₂ factor, DWT is deadweight, and S is distance sailed).
cgDist: Used for volume-based cargoes (e.g., passenger and cruise ships) substituting Gross Tonnage (GT) for DWT.
G2- 353(78) – Reference Lines
Standardizes a baseline index formula:
CIIref=a×Capacity−c
Values for parameters a and c are specified per vessel category (e.g., Container ships, Gas carriers, LNG carriers, Bulk carriers).
G3- 338(76) – Reduction Factor guidelines
Mandates progressive annual reduction factors (Z%) against 2019 reference levels:
2023: 5%
2024: 7%
2025: 9%
2026: 11%
2027: 13.625 %
2028: 16.250%
2029: 18.875%
2030: 21.500%
So every year the ship is expected to achieve progressively lower carbon intensity.
G4- 354(78) – CII Rating guidelines
Compares Attained CII to Required CII (CII req=(1−Z/100)×CII ref).
Vessels rated D for 3 consecutive years or E for 1 year must submit a Corrective Action Plan in SEEMP Part III.

G5- 355(78) – Interim guidelines for Correction factor and Voyage adjustments.
Voyage adjustment - for distance travelled in bad weather, consumption goes high whereas distance is less. We subtract that portion of distance as well as consumption.
Correction factor- Appropriate numerator or denominator is used, to balance out extra power consumption not relating to cargo movement. E.g- refrigerated containers.
Examples include qualifying energy consumption associated with certain:
- safety/emergency situations,
- adverse weather/voyage circumstances,
- cargo-related operations,
- reefer electrical loads,
- ice-class/ice-navigation effects,
- shuttle tanker operations,
- self-unloading arrangements,
