MEO CLASS 1 · ORAL QUESTION 13

Q9- BWTS failed during operation in challenging water. What is challenging water?

Answer

A –
1.Carry out RCA and confirm whether the fault is due to challenging waters and does not arise from any other fault in BWTS.

2.To verify steps given in BW MS Plan Emergency Contingency.

3.Report to Port authorities and seek advice whether ballast exchange or shore reception facility can be arranged.

4.Bypass BW MS and carry out Ballasting/ Deballasting of utmost required volume of ballast water for safe loading/discharging.

5.Decontaminate tank and piping to reduce the risk of D 2 non-compliance at next port. Carry out BW exchange mid sea and record in BWRB and inform Flag.

Challenging water refers to Ballast uptake water having quality parameters (include but not limited to High Turbidity or High TDS, particles etc.) that causes BW MS to be temporarily inoperable due to operable limitations. However, Temperature and Salinity are not the parameters that define Challenging water.

Salinities- Land Based testing without active substance

1.Fresh Water <1 psu

2.Brackish Water 10-20 p s u

3.Marine Water 28-36 p s u

Q9a PSU (Practical Salinity Unit)
Practical Salinity is defined in terms of the ratio of the electrical conductivity of the sea water sample (at 150C & 1 atm pressure) to that of KCL solution in which mass fraction of KCL is 32.4356x10-3 at the same temp & pressure.

Q9b Is there a SDL (System Design Limitations) specified wrt type approval cert for challenging water? Objectives of SDL?

Yes,
The objective of the System Design Limitations approach is twofold.

1.It ensures that the performance of the BW MS has been transparently assessed with respect to the known water quality and operational parameters that are important to its operation, including those that may not be specifically provided for in these Guidelines.

2.It provides transparent over sight of manufacturer BW MS performance claims that may go beyond specific criteria in these Guidelines.

Although the validation of System Design Limitations yields transparent information that is reported on the type Approval Certificate, this information does not affect the eligibility of a BW MS to receive type approval
