Answer
“SIRE 2.0 means the OCIMF Ship Inspection Report Programme 2.0. It is a digital, risk-based and vessel-specific inspection programme mainly used for oil, chemical, LPG and LNG carriers. It became the sole SIRE inspection regime on 2 September 2024.
Before inspection, the operator updates the HVPQ, PIQ, certificate repository and standard photograph repository and signs a declaration confirming the accuracy of the data. The Inspection Compiler then prepares a unique CVIQ for the vessel using core, rotational and campaign questions.
The inspection is conducted using an approved intrinsically safe tablet. The inspector assesses four areas: hardware, process, human performance and photograph comparison. A negative observation contains a Subject of Concern, Nature of Concern and an objective negative comment, sometimes supported by a photograph.
The major difference from the old SIRE is the increased emphasis on human factors, crew familiarisation, vessel-specific risk, digital evidence and data analysis.
As a senior engineer, here is how SIRE 2.0 directly impacts engine room management and inspections:
The Human Element: Inspectors no longer just look for physical hardware defects (e.g., a leaking pump). They assess the interaction between people, procedures, and equipment. You must be prepared to explain why a procedure is executed a certain way, rather than simply presenting a signed permit-to-work.
Dynamic Question Sets: The static checklist is gone. The inspection questionnaire is now compiled dynamically for each specific vessel based on its history, age, outfitting, and past incident data.
Digital Execution: Inspectors use intrinsically safe tablets to record inspections in real-time. They are required to take photographic evidence of both compliance (good practices) and deficiencies.
Performance Influencing Factors (PIFs): When an observation is made, the inspector doesn't just note the failure. They categorize it using PIFs (such as fatigue, confusing SMS procedures, or poor tool design) to help identify the root cause of the breakdown.
