MEO CLASS 1 · ORAL QUESTION 3

OCIMF

Answer

The Oil Companies International Marine Forum (OCIMF) is a voluntary association of major oil companies with an interest in the shipment and terminalling of crude oil, oil products, petrochemicals, and gas. Formed in 1970 following the Torrey Canyon oil spill, its mission is to lead the global marine industry in promoting safe and environmentally responsible transportation.

Regulatory vs. Commercial Reality

Understanding exactly where OCIMF fits in the maritime hierarchy is essential. While the IMO sets global regulations and national instruments like the Indian Merchant Shipping (MS) Act, 2025 enforce the statutory minimums, OCIMF establishes the industry's best practices.

A vessel can be fully compliant with statutory laws but still fail an OCIMF vetting inspection. If a vessel does not meet OCIMF standards, major oil charterers will simply refuse to use it, making the ship commercially unviable.

Major Publications

Familiarity with OCIMF's core guidance is a standard expectation at the management level.

Publication Scope
ISGOTT (International Safety Guide for Oil Tankers and Terminals) The definitive guide for the safe operation of oil tankers and terminals.
MEG (Mooring Equipment Guidelines) Safe mooring principles, focusing on line management, winch brake testing, and snap-back zones.
TMSA (Tanker Management and Self Assessment) A framework for ship operators to measure and improve their safety management systems.
SIRE 2.0 Question Library The updated question set replacing the legacy VIQ, focusing on hardware, processes, and human factors.
