1. Primary Qualification Requirements
To be legally authorized by a Classification Society to carry out an open-up survey under CMS/PMS, the Chief Engineer must meet the following criteria:
Certificate of Competency (CoC): Must hold a valid, unrestricted Class 1 (Management Level) Marine Engineer Officer Certificate of Competency issued or recognized by the vessel's Flag State Administration.
Company Authorization & Appointment: Must be formally appointed as the Chief Engineer of that specific vessel by the Ship Owner or Ship Management Company.
Class System Approval: The vessel itself must hold the appropriate class notation for CMS or an approved PMS / CBM (Condition Based Maintenance) scheme. The Chief Engineer acts as an approved extension of the classification society under this specific program.
