Flag State Administration: Send a formal notification of security equipment failure via the CSO or directly, detailing compensatory measures and an estimated repair timeframe.
Port State Control (PSC) & Coastal State: If the vessel is at anchor, in port, or approaching a foreign port/coastal waters, notify the relevant Port State Authority / Maritime Rescue Coordination Centre (MRCC) prior to arrival to avoid detention under ISPS control measures.

Because the ship can no longer send a covert security alert during a piracy or security incident, temporary security measures must be implemented immediately:
Alternative Communication Protocols: Establish and document direct, high-priority manual alert channels (e.g., designated GMDSS VHF/MF/HF distress channels, Inmarsat-C manual distress alert, or satellite phone speed-dials directly to the CSO, DPA, and relevant MRCC/UKMTO/MSCHOA).
