Answer
1. MemorandumA Memorandum is generally an entry made by the Classification Society to record information considered relevant for future surveys or operation.
It may be something the future surveyor must know, but it does not by itself constitute a mandatory outstanding Class deficiency.
2. Condition of Class – CoC
ExampleClass has found a deficiency or outstanding requirement, and specified action has to be completed for continuation of Class.
During survey, Class finds:
Main engine No. 2 cylinder exhaust valve casing cracked.
A temporary repair is accepted to allow the ship to proceed.
Class may impose:
CoC: Permanent renewal/repair of No. 2 exhaust valve casing to be carried out and verified by Class no later than 30 September 2026.
The vessel may remain in Class subject to that CoC
| Point | Memorandum | Condition of Class (CoC) |
|---|---|---|
| Nature | Information / note / reminder recorded by Class | Mandatory requirement imposed by Class |
| Seriousness | Normally does not represent a deficiency requiring immediate rectification | Represents a deficiency or requirement affecting compliance with Class Rules |
| Rectification | May not require any action unless circumstances change | Must be dealt with as specified by Class |
| Time limit | Normally no fixed due date | Normally has a due date / prescribed condition for completion |
| If overdue | Normally does not suspend Class merely because memorandum remains | An overdue CoC can lead to suspension of Class under applicable Class/IACS procedures |
| Example | “Previous permanent repair to No. 3 ballast tank noted; area to be specially examined at next Special Survey.” | “Crack found at frame 85 in No. 2 ballast tank. Permanent repair to approved specification to be completed by 30 Nov 2026.” |
