Answer
Applies under MARPOL Annex VI Regulation 28 to all commercial ships of 5,000 GT and above. It measures operational efficiency by calculating grams of CO2 emitted per cargo-carrying capacity nautical mile (g CO2 /dwt-nautical mile).

- The A-E Rating Scale:
- A: Major superior performance
- B: Minor superior performance
- C: Moderate / baseline performance
- D: Minor inferior performance
- E: Inferior performance
- Corrective Action Plan (SEEMP Part III):
- If a ship is rated 'E' in a single year or 'D' for three consecutive years, the shipowner must formulate a Plan of Corrective Actions within the Ship Energy Efficiency Management Plan (SEEMP Part III).
- The plan must demonstrate step-by-step operational modifications (e.g., speed reduction, hull cleaning, weather routing, eco-power limiters) to restore the rating to 'C' or better.
