A Recognized Organization is an organization, commonly a classification society, authorized by a Flag Administration to perform statutory surveys, audits and certification on its behalf.

The RO Code was adopted by IMO through MSC.349(92) and MEPC.237(65) and provides the framework for evaluation, authorization and oversight of ROs.

Main features / requirements of an RO

An RO should have:

  1. Technical competence: Qualified surveyors, auditors and technical staff.
  2. Adequate resources: Sufficient worldwide personnel, offices and technical support.
  3. Rules and standards: Established technical rules and procedures for surveys and certification.
  4. Quality Management System: Documented procedures and internal quality control.
  5. Independence and impartiality: Decisions should not be influenced by commercial interests.
  6. Statutory survey capability: Ability to perform surveys required by SOLAS, MARPOL, Load Line and other applicable instruments when authorized.
  7. Certification capability: Issue or endorse statutory certificates within the authorization given by the Administration.
  8. Reporting to Flag State: Report survey status, deficiencies, suspensions or withdrawals as required.
  9. Control of subcontractors: Work delegated to other parties must be properly controlled.
  10. Flag-State oversight: The Flag State remains responsible and must monitor the RO's performance.
