Q14. Rights of landlocked countries under UNCLOS Article 69

1. Land-locked states have the right to participate that don’t have any coastline, right to take part in using some of the extra fish or other sea resources found in the Special sea zones (EEZ) of nearby coastal countries.

2. The terms & modalities of particptn shall be established by the states through bilateral, regional agreements taking in to account –
a.Making sure local fisherman in the coastal country are not harmed
b.Keeping this sharing fair & not over burdening. So no coastal country is asked to share much. c.Make sure the people of each country have enough food.

d.Thinking about whether other land-locked or less fortunate countries are also part of this resource sharing.

3. If a Coastal country can actch all the allowed fish by themselves then both the coastal country & other countries should still work together to give land-locked countries a fair chance to join in.

4. Wealthy, land-locked countries can only ask to share the sea resources of wealthy coastal countries nearby & only if it doesn’t cause problems for the local communities who usually fish there.

5. Yes, countries can make special bilateral agreements b/w themselves for how to share the sea resources, especially with countries nearby in the same area
