Ans: International convention on Intervention on the high seas in cases of oil pollution casualties.
Adopted in 1969 and EIF on 1975.
Purpose: It gives the Coastal state the right to take protective measures on the high seas to prevent ,mitig ate and eliminate oil pollution in its coastline by oil following a maritime casualty.
CLC 92,Bunker convention applies only till EEZ of a Coastal state.
Convention came after the Torry canyon Incident.
Oil here means crude oil,fueloil,diesel oil and lubricating oil.
Convention does not apply to warships, government owned vessels used for non commercial purpose.
In this convention Coastal state before taking measures should consult other Coastal states nearby,consult with experts in IMO,in case of emergency no need to notify any parties ,use it's best effort to avoid any risk to human life,provide assistance for vessels in distress and also help crew in repatriation.
If any Coastal state has taken measures and it causes damage to other Coastal state they have to pay compensation for th damages caused.
Disputes are settled through conciliation and Arbitration.
There was protocol in 1973 which included other substances i.e annex 2 cat x,y products as well apart from oil.
