Answer
A – This principle is a foundational concept enshrined in the UNFCCC (United Nations Framework convention on Climate Change)- COP28 established at the 1992 Earth summit in RIO DE JANEIRO
- The Principle recognizes that developed countries have contributed more to GHG emissions & envrntmntly harm due to earlier & more intense indstrializtn. Therefore, they bear a greater responsibility to lead in climate change mitigation & provide financial & technological support to developing countries.
Article 3 of the UN FCCC explicitly states that parties should act on the basis of equity & their “CBDR & respective capabilities” with developed countries to take the lead in combating climate change & its adverse effects.
The principle has evolved through subsequent climate agreements including KYOTO Protocol & the PARIS agreements with ongoing debates on how to apply CBDR fairly.
-CBDR also influences climate finance, adaption funding, technology transfer & capacity building ensuring
that developing & vulnerable countries receive support to meet their climate goals.
