At first half of 19th century, Loading recommendations were introduced by LR in 1835. The recommended freeboard was as a function of the depth of the hold (The assumption was three inches per foot of the depth of the hold must be left after loading for reserve buoyancy). This was used till 1880 and known as the Lloyd’s Rule.
