How PSCO will go about inspection? Name 5 detainable deficiencies onboard. Codes and Proof.

First the PSCO will go for inspection of the Documents and general inspection of the vessel.

During general inspection if he found some clear grounds, which are evidence that the ship, machinery and crew does not correspond with the requirements of the relevant conventions or that master and crew members are not familiar with essential shipboard procedures relating to the safety and environment pollution.

In this case the PSCO will go for more detailed inspection.

He will do in depth examination of
1). Areas where clear grounds were established.

2). Documentation.

3). Structural condition.

4). Water/weathertight condition.

5). Radio communication.

6). Emergency systems.

7). Fire safety.

8). Alarms.

9). Cargo operations.

10). Living and working conditions.

11). Navigation equipment.

12). Pollution prevention.

More detailed inspection will cover the human element covered by ILO, ISM and STCW.

Detainable deficiencies

Code: 30 – Ground for detention.

1)Fire dampers of engine room not closing.

2)Emergency fire pp in-operational.

3)Emergency generator in-operational.

4)Self-closing arrangement on DB tank sounding pipes jammed.

5)Statutory Certificate invalid/ not available/expired.

6)No. of bunker checklists missing.

7)lifeboat and Rescue boat inoperational, survival craft inadequate for personnel onboard.

PSC Inspection Codes:

1). CODE 10
Definition: Deficiency Rectified.

Application: This code is used when a noted deficiency has been confirmed to be rectified and the PS CO has checked and found to be rectified.

2). CODE 15
Definition: Rectify deficiency at next port.

Application: This code is used when a deficiency cannot be remedied at the port of inspection. In such cases the maritime authority may allow the ship to proceed to another port.

3). CODE 16
Definition: Rectify deficiency within next 14 days.

Application: Although in principles all deficiencies to be rectified before departure. This code is used for minor deficiencies which to the professional judgement of PS CO is not hazardous to the safety, health or environment and does not require immediate follow up.

4). CODE 17
Definition: Master instructed to rectify deficiency before departure.

Application: This code requires nature of the deficiency is such that it has to be rectified before departure of vessel from port. PS CO has informed the master accordingly ( it is upto the professional judgement of the PS CO to decide in this case, if he has to return to the vessel to check personally the respective deficiency have been rectified)

5). CODE 18
Definition: Rectify Non conformity within 3 months Application: This code is for ISM non-conformities.

6). CODE 30
Definition: Ground for detention
Application: Deficiency which is ground for detention of a ship.

7). CODE 99
Definition: Others
Application: used by PSCO if it is impossible to code an action taken with the existing codes.

8). CODE 40
Definition: Next Port Informed
Application: It indicates that the deficiencies found on the ship have been communicated to the next port where the ship will call. The PSCO at the next port is expected to board the ship to check for the deficiencies that need to be rectified & may carry out an additional inspect. This code signals that the responsibility for follow up on the deficiencies has been passed to the authorities at the next port of call.
