A – Reference:Principles of Safe manning as per A.1047(27) to ensure that a ship is sufficiently, effectively and efficiently manned to provide safety and security of the ship, safe navigation and operations at sea, safe operations in port, prevention of human injury or loss of life, the avoidance of damage to the marine environment and to property, and to ensure the welfare and health of seafarers through the avoidance of fatigue.
Reference: Regulation 14 of Chapter V of SOLAS deals with safe manning of ships. Section 76 of MSAct requires that every ship whether at sea or in any port shall engage such number of person and with such qualifications as may be prescribed. Rule 14 of the MS (Safety of Navigation) Rules 1997 requires every ship to be issued with Safe Manning Certificate (Which is commonly referred as Safe Manning Documents)
Imp is: Admin require company to submit proposal for safe manning as per principles and get approval from admin in a form prescribed by admin.
As a C/E firstly, I’ll ensure the safe operation of the ship and secondly, reach out to 3/Efor enquiring about the reason for not coming down to ER and same time would refer to Min. SMD and ensure the required no of EOIW is satisfying or breached.
If not than no more answer just go with human element.
If yes than convince 3/E to come down to the Engine room, otherwise inform company regdg this and apply for the dispensation with admin with the fact that Min safe manning is breached and ensure them that new 3/Ewith join at the next port of call.
