Q2- What action for Sulfur S-0.55%. Action for non compliant bunker.

Answer

A - If BDA/ has 0.49 and test report shows 0.53 then we have to verify that the sulphur is greater than 0.50 or not. We have to give the ship sample for testing at the earliest to shore. Meanwhile C/E has to inform the company, P&l, Flag, next port and Bunker Supplier. The bunker barge sample also has to be sent for testing meanwhile.

Repeatability and Reproducibility tests have to be carried out in to determine the sulfur.

If test report shows less than 0.50 then we can easily consume and inform the company, P&l, Flag, Next port and Bunker Supplier.

If shows greater than 0.50 -
After test report only the vessel should consume bunker. In case of shortage we can consume before.

We have to stop consuming the oil if we have some other bunker on board we will consume that. Make an entry in log book when you started to consume this bunker.

If we are using we should conservatively plan Voyage to minimise use of fuel.

At next port/port of refuge we have to arrange for compatible fuel from a fuel suppllier and barge to be arranged to debunker the fuel. Accordingly entry to be made in ORB for debunker in Code I.

NC to be reported.

Sampling to be taken while debunkring also by drip sampling and bottles to be sealed and sent for lab testing. LOP to be issued to supplier electronically, another LOP to be issued if supplier refuses to sign.

Time limit -14 days for quantity and 30 days for quality.

All costs arising from the debunker can be claimed from P&l which in turn will claim from bunker supplier.
