MEO CLASS 1 · ORAL QUESTION 1

Q15- LifeBoat preinstallation checks, checks before putting to use.

Answer

preinstalation cheeks- 1st we test on prototype & then same types we make in mass tests
1- material fire retendency test

2-life boat buoyancy material test
3- life boat overload test- unloaded lifeboat should be placed on blocks or suspended from lifting hooks, make arrangements for measuring keel sag,
life boat is then loaded with properly distributed weights to represent the fully equipped and loaded life boat- now measure the Keel sag . (82.5kg per person) and (weight representing persons should not be more then 300mm above seats pan)
additionally weights 25%, 50%,75%, 100% ( additional weights more then fully loaded and equipped) and measure the Keel sag, Keel deflection and change in breadth <= 1/400 of length when LB is subjected to 25% overload and further in proportion.

after carry out inspection, Any hull fracture , bend or buckling or deformation inside and out side of hull. dimension checked, no residual deflection should be result.

for free fall ( dropping from height 1.3 times of height in service with fully equipped and loaded)

impact test-
fully equipped including engine, and loaded with weights equal to person,
now life is free- hanging position, Then pulled laterally to a position so when it's release - it will stike a fixed rigid vertical surface at a velocity of 3.5 m/sec.

after test do inspection as above.

drop test
suspend the L/B above water ( distance btw water and lowest part of L/B =3 mtr) ,drop L/B and after inspection. ( for free fall L/B additional acceleration forces for free fall to be taken into account)

free board & stability test - in test tank how stable is L/B
seating space test

engine cold starting test
submerged engine test ( engine should be able to be started in submerged up to shaft centre line water..?? verify ) if air supply system - then test the same.

Pre installation check-
-Verify type approval certificate
Verify LB equipped with all equipment, and type approval for various equipment’s Verify all the test has been carried out before installation( prototype)
Verify functional test carried out before installation.

OPERATIONAL READINESS VISUAL CHCKS

A visual inspection of all survival craft prior to departure including a positive report to the master to confirm that:

All survival craft are present, in good order and ready to deploy.

Harbour pins are removed from lifeboat davits and ensure fall prevention devices are rigged correctly for launching.

Battery chargers are in good condition, plugged in and operational.

Gripes are secured and the craft is correctly in its Mountings.

Launching equipment (bowsing tackles, manropes, embarkation ladder) are in good order and ready for deployment.

Access to survival craft is safe and clear.

Brake is clear and operational and remote brake release wire runs free to the survival craft operating position.

All life rafts are installed correctly with painter line attached the weak link on the hydrostatic release unit. The condition of fall wires has been checked, including areas where wires run over sheaths and turn onto winch drums.

LIFEBOATS
Release gear, lifting hooks and fittings:

Check all fastening bolts are sound inside and outside the boat; ensure there are no cracks and the hull of boat in these stress areas is in good condition.

Check the condition of the hook and safety devices; ensure hook is completely reset and the release gear seated correctly.

Check on-load release gear is set correctly; check all control wires are in sound condition and correctly located. Check indicators on release gear are correct and moving freely with moving gear.

When conducting in water testing ensure that a thorough check on all working parts of the release system is conducted ensuring all parts move freely and reset correctly.

Hydrostatic switch (if fitted) should be tested at the waters edge to ensure it eng ages immediately the boat leaves the water.

LAUNCHING APPLIANCES

Ensure limit switches are operating correctly.

Inspection of davit structure and fastenings to the Deck.

Lubrication of sheaves, wires and moving parts.

Control units in good condition free to move.

Mechanical systems in good condition.

Arrangements free from excessive paint and rust.

Brake pads inspected and in good condition.

Power supply and back up stored power for launching.

Visual inspection of fall wire for damage, corrosion and lack of lubrication.
