Answer
Ans:
MSC 1 / Circ 1432-2012- revised guidelines for maintenance & inspection of fire protection system & appliances.
Weekly:
1. Verify all fixed fire extinguishing system control panel indicators are functional by operating the lamp/ indicator test switch
2. Verify all control / section valves are in the correct position.
As per MSC.1/ Circ 1318/ Rev1
Revised guidelines for the maintenance & inspection of fixed CO2 fire extinguishing system Monthly Inspection -
* At least every 30 days a general visual inspection of overall system condition for damage.
* All stop valves are in closed position.
* All releasing controls are in the proper position and readily accessible for immediate use.
* Discharge piping & pneumatic tubing is intact & has not been damaged.
* All high pressure cylinders are in place & properly secured.
* The alarm devices are in place & do not appear damaged.
Annual Inspection -
* Minimum level of maintenance & inspection should be carried out in accordance of manufacturers instructions. * Boundaries of protected space to be visually inspected & confirm that no modifications have been made to the enclosure
* All storage containers should be visually inspected for any signs of damage ,rust or looseMounting hardware . * Cylinders that are leaking corroded dented or bulging should be hydrostatically retested or replaced.
* System piping should be visually inspected to check for damage, loose support and corrosion.
* Nozzle should be inspected to ensure they have not been obstructed by the storage of spare parts or a new installation of structure or machinery.
* Manifold should be inspected to verify that all flexible discharge hoses and fittings are properly tightened and * All entrance doors to the protected space should close properly and should have warning signs.
* All remote releasing controls should be checked for clear operating instructions & indications as to the space served.
5 yearly service of CO2 system
- At least once every 5 years , internal inspection of all control valves should be performed.
CO2 charge in bottle >95% of nominal charge .
PESO - petroleum & explosives safety organisation .
Formerly known as department of explosives . Inception in 1898.
Headquarter in Nagpur. Nine circle offices across the country
It is a nodal agency for regulating safety of hazardous substances compressed g as and petroleum.
Gas cylinder rules 2016
Chief controller means the chief controller of explosives
Hydrostatic test means the test to which cylinder is subjected to a hydrostatic pressure equal to test pressure of cylinder
Tare weight is weight of empty cylinder (together with fittings)
Test pressure means the internal pressure required for hydrostatic test or hydrostatic stretch test or pneumatic test of cylinder as specified.
DGS circular Engineering circular No.1 of 2022
Subject- revised guidelines for maintenance & inspection offered CO2 fire extinguishing system.
All high pressure cylinders carried onboard for various fire fighting shall be periodically subjected to hydrostatic stretch test in accordance with ISO 18119:2018 - G as cylinders seamless steel & seamless aluminium alloy g as cylinder and tubes -periodic inspection &testing .
Test facilities to be approved by -
In India by chief controller of PESO. Outside India By RO.
2 yearly maintenance and inspection
* At least biennially (I.e. interval of 2 years +-3months) in passenger ships or at each intermediate / periodical or renewal safety equipment survey in cargo ships
* All HP cylinder pilot cylinder should be weighed or have their content verified by other reliable means
* Discharge piping & nozzle should be tested to verify that they are not blocked.
5yearly maintenance & inspection
* All activating head should be removed from the cylinder valve & tested for correct functioning
* by applying full working pressure through the pilot lines
* All cable components should be cleaned & adjusted as necessary and cable connectors should be properly tightened .
* If pneumatic then tubing should be checked for leakage
10 yearly maintenance & inspection
* HP cylinder should be subject to periodical test a interval not exceeding 10 years .
* At 10 year inspection at least 10 % of the total number of provided should be subjected to internal inspection & hydrostatic test.
* If one or more cylinders fails a total of 50 %of the onboard cylinders should be tested.
* If further cylinder fails ,all cylinder should be tested .
* Before the 20 year anniversary& every 10 year anniversary thereafter all cylinder should be subjected to a hydrostatic test.
* Flexible hoses should be replaced at the intervals recommended by manufacturer and not exceeding every 10 years
* When cylinders are removed for testing , the cylinder should be replaced such that
* the quantity of fire extinguishing medium continue to satisfying the requirements of 22.1 of chapter 5 of FSS code.
Hydrostatic testing for fixed CO2 system shall be carried out at test facilities approved by chief controller of explosives in accoradnce with g as cylinder rules 2016
Hydrostatic test certificate shall be issued by the test facility that actually carried out the hydraulic test.
Hydrostatic test shall be witnessed & hydrostatic test certificate shall be endorsed by surveyor of Admin or RO and the competent person
Hydrostatic test shall not be carried out onboard ship.
Test certificates duly endorsed by concerned surveyor must be provided and kept onboard.
Test date and pressure must be stamped on each bottle.
A video recording of 5 years & 10 years maintenance of FFA to be kept readily available at FFA servicing station
