As of 1 September 2026, IMO’s decarbonization policy is still based on the 2023 IMO GHG Strategy, with the long-term aim of net-zero GHG emissions from international shipping by or around 2050.
- 2030: reduce total annual GHG emissions by at least 20%, striving for 30%, compared with 2008.
- 2040: reduce by at least 70%, striving for 80%, compared with 2008.
- 2050: net-zero GHG emissions by or around 2050.
- Also by 2030, reduce average CO₂ intensity per transport work by at least 40% compared with 2008.
- Zero/near-zero GHG fuels and technologies should provide at least 5%, striving for 10%, of shipping energy by 2030.
