Q55- Bunker Checklist missing, MNC given. How to deal with it? How to deal in case NC is given?

A – If the Auditor is still onboard,
I will request him to reconsider his harsh decision of MNC, to consider giving only an NC.

If the Auditor is already left the vessel,
As a CE, my role is to prove that although a Bunker C/L is missing, but the substantial evidences do exist to support that the bunkering operation was carried out very safely.

Following need to be shown to downgrade to an NC-
1.ORB entry
2.ER Logbook entry
3.BDN
4.Fuel Lab analysis Report/ Fuel specs by Supplier.

5.DOS
6.CE Witnessing Form / Sampling Form/ Barge Safety Checklist.

7.Sulfur Record Book
8.Record of Seals used.

9.Entry in Deck logbook for timings of- Bunker barge making fast, hose connection, pumping commence, pumping stop, hose disconnection, bunker barge cast away time.

10.Bunker surveyor report.

11.Sealed Marpol simple photograph
12.Proof of Regular soundings.

13.Bunker Calculation sheet

14.Photographical evidence of bunkering operation.

15.Toolbox meeting and RA for the bunker operation.

16.Pre bunker meeting sheet signed by all crew.

17.Rest hours record that personnel were safely designated for the bunkering operation.

NOTE: A new Bunker Checklist can NEVER be made.

Once the MNC is downgraded to NC-
1.Root Cause Analysis
2.CAP to be proposed by the DP (assisted by ships staff) within 14 days.

Scanning of Bunker checklist and sent to office upon successful bunkering each time.

Amendment to SMS for revised Bunker reporting procedure.

3.Implementation of approved CAP, Internal Audit and subsequent external Audit within 3 months.

In case only NC - in pt3. After implementation within 3 months and Audit at next scheduled Audit.

PA-

1.Share to the fleet.

2.To be included in Handing over/ taking over.

3.2nd person to check, Master for most practical purpose.
