Q1a- How to make a contingency Plan? Make a contingency Plan for a Man overboard.

Answer

A – As per guidelines from IMO- A.1072 (28) adopted on 4 Dec 2013-
As a Chief Engineer of the vessel, I will develop an Integrated System OF Contingency Plans for Shipboard Emergencies. Integrated system means it should provide the framework of many individual contingencies and uniform modular structure.

Structure- (I-P-P-R-R-A)
Module I- Introduction
Module II – Provisions
Module III- Planning, Preparedness and training
Module IV- Response Actions
Module V- Reporting Procedures
Module VI- Annex(es)

For a MOB situation,
1.As per module I, I will introduce the subject matter – “Man Overboard” and will aim towards harmonized way of responding towards such an emergency.

2.As per Module II, I will seek inputs from shipboard personnel and the Company to develop Provisions for such a plan.

3.As per module III, I will carry out training for personnel for such an emergency situation, by designating duties to all personnel involved, promptness in communication and actions.

4.As per module IV, Response Actions will be developed chronologically, like the first man to witness MOB situation to keep the sight continuously on the MOB. General alarm to be raised and bridge to be informed. OOW to deploy MOB marker Lifebuoy immediately and take immediate orders from master to divert the vessel to search for the MOB.

5.As per Module V, all concerned i.e. but not limited to nearby Coastal state, MRCC, Company, DP, Flag , Port contacts to be reported.

6.Continuous practice, review and revision of the plan.
