Answer
Following the 2014 amendments to the Maritime Labour Convention, this is the most common usage of "Financial Security" certificates. Every vessel of 500 GT or over must display two distinct certificates issued by the vessel’s P&I Club or insurers:
Financial Security for Repatriation (Regulation 2.5): Assures crew that if a shipowner abandons a vessel, the insurance covers up to 4 months of outstanding wages, essential provisions (food, water, fuel), and the costs of getting the crew safely back home.
Financial Security for Shipowners' Liability (Regulation 4.2): Assures compensation to the seafarers or their families for long-term disability, sickness, or contractual death arising from occupational injuries or illnesses while serving onboard.
