Answer
The IAPP Renewal Survey occurs at 5-year intervals to verify the vessel remains fully compliant with MARPOL Annex VI parameters. The scope covers:
Ozone Depleting Substances (ODS)
Inspect the ODS Record Book for accurate entries.
Physically verify that no installations contain forbidden chlorofluorocarbons (CFCs) or halons, and confirm that recovery units for refrigerants are properly maintained.
Nitrogen Oxides (NOx) – Regulation 13
Verify that marine diesel engines with a power output >130 kW conform to their specific Tier requirements.
Cross-examine the Technical File of each engine against the physical components. Inspect the engine's "Record Book of Engine Parameters" to verify that approved components (injectors, turbochargers, fuel pumps) have not been replaced with non-compliant parts.
Confirm operation of Selective Catalytic Reduction (SCR) or Exhaust Gas Recirculation (EGR) systems if fitted.
Sulfur Oxides (SOx) and Particulate Matter – Regulation 14
Review the Bunker Delivery Notes (BDNs) and representative fuel oil samples (MARPOL samples) kept on board for a minimum of 1 year and 3 years respectively.
Verify presence of written fuel changeover procedures when entering Emission Control Areas (ECAs).
Exhaust Gas Cleaning Systems (EGCS / Scrubbers): If an EGCS is used as an alternative compliance mechanism, verify the functionality of the continuous emission monitoring system (CEMS), washwater pH/PAH discharge sensors, and check the SOx emission ratio (SO2 (ppm)/CO2 (% v/v)) to ensure it stays below regulatory caps.
