MEO CLASS 1 · ORAL QUESTION 29

SAFCON survey??

Answer

1. Regulatory Authority & Certificate

2. Technical Scope of the SAFCON Survey

The SAFCON survey essentially covers the structural integrity and mechanical reliability of the vessel. The surveyor will verify that the ship is built and maintained according to Classification Society standards. It is divided into two primary environments:

A. Internal Machinery Space & Systems (The Chief Engineer's Domain)

B. Structural & Hull Systems

3. The HSSC Survey Timeline & Window Periods

Under the IMO's Harmonized System of Survey and Certification (HSSC), the 5-year validity cycle requires specific mandatory surveys.

[5-YEAR SAFCON HSSC CYCLE]

*Note: The Intermediate Survey replaces either the 2nd or 3rd Annual Survey.

The Survey Matrix

Survey Type Frequency / Timing Execution Window
Initial Survey Before the ship is put into service for the first time. Thorough inspection of full structure, machinery, materials, and scantlings.
Annual Survey Within 3 months before or after each anniversary date (Years 1, 2, 3, and 4). ±3 months window. Visual check of hull, machinery, and external attachments to ensure they remain well-maintained.
Intermediate Survey Held instead of the 2nd or 3rd Annual Survey. ±3 months window around the 2nd or 3rd anniversary date. Includes a more intensive examination of electrical insulation, pump functions, and structural tanks.
Renewal Survey Every 5 years to renew the certificate. Can be commenced from the 4th anniversary date onward, but must be completed before the certificate's absolute expiry date.
Bottom Inspection (Drydock) Minimum of 2 inspections of the outside of the ship's bottom during any 5-year cycle. The maximum interval between any two consecutive bottom inspections must not exceed 36 months. One of these must coincide with the Renewal Survey (typically in drydock).

4. Key Failure Points & "Orals Pitfalls" to Avoid

Oral Closing Statement: "Sir, the SAFCON survey ensures that the ship’s hull structural strength and vital propulsion/electrical machinery remain compliant with SOLAS Chapter I Reg 10 and the Indian MS Act 2025. Operating under the HSSC framework, I will ensure that all annual and intermediate windows are tightly monitored, and that the two mandatory bottom inspections do not exceed the strict 36-month separation limit."
