Answer
A vessel of 400 GT and above engaged in international voyages must carry the following statutory environmental certificates:
International Air Pollution Prevention (IAPP) Certificate: Certifies compliance with SOx, NOx, and ozone-depleting substance regulations. Suppplemented by the Record of Construction and Equipment (Supplement to IAPP).
International Energy Efficiency (IEE) Certificate: Issued once to verify the ship's Technical File contains the EEDI (Energy Efficiency Design Index) or EEXI (Energy Efficiency Existing Ship Index) calculations along with a valid SEEMP Part I.
Statement of Compliance (SoC) for IMO DCS: Issued annually to verify that the vessel has successfully reported its fuel oil consumption data for the previous calendar year via the IMO Data Collection System.
Operational Carbon Intensity Statement of Compliance: Issued annually alongside the DCS statement, validating the vessel's attained annual operational CII and its corresponding operational rating (A, B, C, D, or E).
Engine International Air Pollution Prevention (EIAPP) Certificate: The EIAPP Certificate is valid for the life of the engine, subject to applicable surveys and provided the engine remains within its approved NOx configuration.
Certificates versus supporting documents
Do not confuse the statutory certificates with the following mandatory or supporting documents:
IAPP Supplement
EIAPP Supplement
NOx Technical File
Record Book of Engine Parameters
SEEMP Parts I, II and III:
Part I: Required for all ships ≥400 GT (mechanism to improve operational efficiency).
Part II: Required for ships ≥5,000 GT (ship-specific methodology for data collection and reporting to IMO DCS).
Part III: Required for ships ≥5,000 GT (CII implementation plan, targets, and operational plans).
Confirmation Document: A Confirmation of Compliance (CoC) is issued by the Administration/RO upon verifying SEEMP Parts II and III.
Confirmation of Compliance for SEEMP Parts II and III
Ozone-Depleting Substances Record Book
Bunker Delivery Notes
MARPOL delivered and in-use fuel-oil samples
VOC Management Plan
EGCS Technical Manual, SOx Emission Compliance Certificate and EGCS Record Book, when applicable
Shipboard incinerator type-approval certificate
