After joining as Chief Engineer, in a short time I cannot carry out a full ISM audit, but I will verify SMS implementation by risk-based sampling. I will check valid SMC, copy of DOC, latest SMS manual, controlled documents, emergency contacts and engine-room procedures. Then I will check whether crew are familiar with SMS, emergency duties, permit-to-work, near-miss reporting and DPA contact.
I will physically inspect critical areas and sample-check high-risk operations such as bunkering, enclosed space entry, hot work, bilge transfer, OWS operation, lifting operation, electrical isolation, UMS operation and emergency equipment. I will verify records such as drills, PMS, risk assessments, permits, near misses, non-conformities, corrective actions, PSC findings and audit reports.
I will not rely only on paperwork. I will verify objective evidence by interviewing crew, observing work practices and checking actual equipment condition. If any serious deficiency is found, I will stop unsafe work, inform Master, report as per SMS, take corrective and preventive action, train the crew, request company support if required and follow up for effectiveness.
